Mission:
The general mission of the Ministry of Trade and Industry is to lead the development of external and internal trade, competitive companies and cooperatives on the market and promotion of investment and consumer rights.
Specifically, the Ministry of Trade and Industry is responsible for:
Developing, disseminating and coordinating the implementation of sector policies, strategies and programs related to trade and industry
Regulating the trade and industry sector and all other attached sectors
Developing institutional and human resources capacities in the industrial and commercial sector
Monitoring and evaluating the implementation of sector and sub-sector policies, strategies and programs;
Overseeing the institutions under its supervision
Mobilizing the necessary resources for implementing programs
Conducting bilateral and multilateral trade negotiations aimed at promoting Rwanda’s interests.
The Minister
Dr. Jean Chrysostome Ngabitsinze
Minister of Trade and Industry
Jean-Chrysostome Ngabitsinze is the Minister of Trade and Industry since July 30th, 2022. Before this, he was the Minister of State in the Ministry of Agriculture and Animal Resources since March 09th, 2020, a position he was appointed to after being a Member of Parliament chairing the Public Accounts Committee (PAC) in 2018.
Previously, he was a Senior Lecturer at the University of Rwanda for over 10 years, where he taught agricultural economics and agribusiness among other courses, and from December 2018, he was promoted to Associate Professor.
Besides teaching and political work, he has served on various boards of Government Agencies. In 2016, he was appointed to the Board of Directors of the National Agricultural Export Development Board (NAEB) for two years and in the same year 2016, was elected chairperson of the Huye District Council. Prior to that, he chaired the National Land Commission under the Ministry of Natural Resources for three years.
Ngabitsinze has a PhD in Agricultural Economics from the Doctoral School of Technological Innovation in Agri-food and Environmental Sciences from Milan State University, a Master's degree in Economics from Università Cattolica del Sacro Cuore, and a Bachelor's degree in Business Economics from Ca' Foscari University of Venice in Italy.

Richard NIWENSHUTI
Permanent Secretary
Richard Niwenshuti is the Permanent Secretary in the Ministry of Trade and Industry (MINICOM). In July 2019 he was appointed as the Coordinator of Single Project Implementation Unit of the Ministry of Trade and Industry where he served for 3 years. Under this docket, his duties were to implement strategic sector support projects including the Greatlakes trade Facilitation Project funded by the World Bank, the implementation of 3 trade facilitation project of World Trade Organization, enhanced integrated frame supporting export growth and enhancing digital trade.
From July 2017 he served as the Program Coordinator under Rwanda Development Board, Chief Skills Office with focus on the project to Strengthen education for agricultural development, a joint program between the Government of Rwanda and the Kingdom of Netherland through Netherland initiative for higher education. Through the program, he initiated the triple helix skills development model bring together private sector, education sector and Government.
Prior to the above, Richard Niwenshuti worked with International Finance Corporation (IFC) through the sustainable business advisory program in the rollout of business edge and Smetoolkit to the IFC investee banks, telecommunication companies and higher learning institutions in Africa, Asia, Middle East and Latin America (Mexico).
Niwenshuti has MBA with specialization project management from Mount Kenya University and a bachelor of Arts in education from University of Rwanda. He is a certified PRINCE II and PMP project professional.
Chief Technical Advisor
Alexis KABAYIZA
Chief Technical Advisor
Alexis Kabayiza is the Chief Technical Advisor (CTA) for the Ministry of Trade and Industry where he provides technical assistance by aligning development, dissemination, and coordination of the implementation of sector policies and strategies with the mandate of the Ministry and its affiliated agencies. The position is a Cabinet appointment since 14th July 2021. Priori, he served as the Assistant Lecturer of the University of Rwanda since March 2013 to 2021. He was also involved in different professional assignments intended to policy evaluation for publications and consultancies by applying quantitative research methods for policy evaluations in agriculture and trade sectors. He has been also involved in the Climate-Smart and inclusion agriculture projects. He has a PhD in Agribusiness Management, MBA and BSc in Agricultural Economics and Agribusiness.
Director General of Trade & Investment
Antoine Marie Kajangwe
Director General of Trade & Investment
Antoine Kajangwe is a trade and investment policy professional with the Ministry of Trade and Industry (MINICOM). Antoine oversees the Ministry’s domestic and international trade and investment related matters, intellectual property rights, consumer protection and competition laws and policies. Antoine is also the Ministry’s chief trade negotiator and senior trade official. Antoine began his career as a paralegal at the New York County District Attorney’s Office, and gained project management experience working with economic and youth empowerment projects at Global Communities Rwanda and the Imbuto Foundation. Antoine has a bachelors’ degree in History and minors in Political Science and General Business from Oklahoma Christian University and Masters of Science in International Political Economy from the London School of Economics and Political Science.
Claire MUKESHIMANA
Director General in Charge of Corporate Affairs
Mrs. Claire MUKESHIMANA has been the Director General in Charge of Corporate Affairs in the Ministry of Trade and Industry since July 14, 2020. She coordinates the preparation and execution of the medium and annual budget plans in compliance with all provisions of the Public Financial Management (PFM); Coordinates the implementation of the audit recommendations of the Ministry of Finance and the Auditor General of State Finances; Manages the financial and non-financial assets of the institution and produces the required reports in accordance with laws; as well as manages all human resource and administrative matters.
Prior to this, at different times, Mrs. MUKESHIMANA was the Corporate Services Division Manager, Acting Business Advisory Services Division Manager, and Acting Director General of the National Industrial Research and Development Agency. Before, she served the Ministry of Sport and Culture in the capacity of Director of Finance and Administration, among many other technical and managerial positions.
Mrs. MUKESHIMANA has a Master of Business Administration Finance and Accounting option from Mount Kenya University and a Bachelor of Business Administration / Finance Option from Kigali Institute of Science, Technology and Management (KIST).
She is a Certified Public Finance Management Accountant, among her numerous professional trainings.

Eng. Christian HAGENIMANA
Civil Engineer
Mr. HAGENIMANA Christian is the Civil Engineer in the Ministry of Trade and Industry (MINICOM) since October 7, 2019, where he actively contributes to the Made in Rwanda Policy interventions. In this role, he has dedicated himself to facilitating investors access to affordable serviced land to reduce the cost of production and the Ministry's infrastructure to support Rwanda's industrial development.
He was also an esteemed engineer for a decade, specialising in civil engineering and construction at various private institutions, including IPRC Huye and IPRC Karongi, and gaining extensive experience working on a diverse range of engineering projects.
Mr. HAGENIMANA graduated from the Institut d’Enseignement Supérieur de Ruhengeri with a Bachelor's Degree with Honours in Civil Engineering and an Advanced Diploma in Civil Engineering/Construction Technology from the Integrated Polytechnic Regional Centre – Kigali.
